If your organisation wanted to use LightSpeed professional for example, it would pay the licensing fee and all the developers can use it. Note however that if the IP of your work belongs to a client that the license would be the clients and you would need to acquire a license for the client the work is for (this affects companies that do work for clients rather than, say, a product company that only builds IP for themselves).
