SCSS - top level @include confuses syntax highlighting, though CSS compile functions correctly

Given

@mixin link($color, $background-color, $highlight-color) {
a:link, a:visited {
    color: $color;
    background-color: $background-color;
    text-decoration: underline;
}
a:hover, a:active {
    color: $highlight-color;
    background-color: $color;
    text-decoration: none;
}}

using

@include link($app-link-color, $app-background-color, $app-text-color);

at the top level of my SCSS file causes Intellisense to claim multiple syntax errors. However the resulting CSS is correct

a:link, a:visited {
 color: #3c87db;
 background-color: black;
 text-decoration: underline; }

a:hover, a:active {
 color: white;
 background-color: #3c87db;
 text-decoration: none; }
